Leila Benali sheds light on Morocco’s ‘Samir’ Conundrum

Leila Benali, Morocco’s Minister of Energy Transition and Sustainable Development, underscored the intensifying intricacy surrounding La “Samir” refinery, ascribed largely to a two-decade-long build-up of disagreements and financial obligations between the investor and the Moroccan state.

In today’s oral questioning session in the House of Representatives, Benali stressed the urgent need for cooperation across legislative, executive, and judicial bodies to resolve the refinery’s deadlock and safeguard Morocco’s national interests.

She disclosed that “Coral,” a stakeholder in “Samir,” has lodged an international arbitration claim seeking 27 billion dirhams in compensation. This, in light of its outstanding debts totaling over 30 billion dirhams, of which 40 percent is owed to the Moroccan government.
